Item Open Access THE IMPACT OF STANDARTIZED TESTING ON EDUCATION QUALITY: THE CASE OF THE PROGRAMFOR INTERNATIONAL STUDENT ASSESSMENT(2012-08) Shamatov, Duishon“This paper examines the impact of the Program for International Student Assessment”—Item Open Access A FEW GLOBAL TRENDS AND POINTS OF COMMONALITY IN QUALITY ASSURANCE IN HIGHER EDUCATION(2012-08) Ruby, AlanIn this brief paper author offers a public policy perspective on quality assurance in higher education. Author begins by arguing that there is a growing public interest in quality assurance and offers some reasons for this increased attention. He suggests that the forces and factors that have fostered this greater interest are common to many countries and that this commonality has led to a convergence of the fundamental principles underlying quality assurance in different jurisdictions. He concludes by suggesting how these principles might apply at higher education institutions in new nations and emerging systems of higher education in the region.Item Open Access UNDERSTANDING FACULTY PERCEPTIONS OF THE CURRENT STATE OF HIGHER EDUCATION GOVERNANCE IN KAZAKHSTAN(2012-08) Sarinzhipov, Asian; Sagintayeva, A.; Kurakbayev, Kairat"In this paper, we have examined faculty perceptions of the current state of higher education governance in Kazakhstan. The purpose was to analyse the faculty's opinions and attitudes towards governance in their institutions. Several conclusions can be drawn from the findings. The first is that faculty was mostly unsatisfied with their level of involvement in governance, particularly in terms of the ways in which they communicate with upper management. Faculty would like to see proper feedback mechanisms in their communication channels with Vice Rectors and Rectors. Interestingly, the majority of faculty respondents claim that contemporary governance systems cannot respond appropriately to new social and academic realities. Most faculty members take their inactiveness for granted as they do not feel that their decisions will have an impact on institutional governance. However, the research has shown that faculty members are involved at the departmental level and feel comfortable about that." - ...Item Open Access REFLECTION ON THE DEVELOPMENT OF CHINESE HIGHER EDUCATION IN THE POST-INDUSTRIAL AREA(2012-08) Uhibai, SerjanThis article is about Chinese higher education in post-industrial area.Item Open Access EDUCATIONAL POLICY ACHIEVEMENTS IN KAZAKHSTAN(2012-08) ZhumaguLov, BakhytzhanThis article was written by Bakhytzhan Zhumagulov Minister of Education and Science of the Republic of Kazakhstan. Part of it is certainly about equipping an economy with higher level understanding and skills, and at the moment many international companies coming into Kazakhstan have to bring these with them or seek in the international market place, higher level skills, which in future, one hopes.Kazakhstan w i l l be able to supply through its own higher education system" - ...Item Open Access Current status and prospects of university partnerships: the example of the peoples’ friendship university of Russia(2012-08) Krasnova, GulnaraThis article discusses the current status and prospects of university partnership, using as an example the People`s Friendship University of Russia. V.This project is about a technique to accelerate the degradation of antibiotics (for example Doxycycline) using a severe confined environment and a physical agent. The confining medium is carbon nanotubes (CNTs) because of their low internal diameter (of the order of 1 to 10 nanometers), high physicochemical stability, high mechanical strength, and presence of strong intermolecular forces at their inner surface that contribute to the degradation effect. This new technique will find a niche in pharmaceutical industries where many processes are not sufficiently clean to eliminate a significant amount of antibiotic residues from waste streams.Item Open Access GaN nanostructures for use in microelectronics(Nazarbayev University, 2013) Bolat, R.; Alimzhanov, D.; Sugurbekova, G.We have demonstrated possibility of replacing toxic and pyrophoric NH3, HCl by safer NH4Cl in the process of GaN synthesis. The method is flexible enough to produce thin films or bulk microrods. Good quality thin films were obtained at relatively low temperatures with high growth rate.
